In Trotsky's first article he underlined the fact that the growth of monopoly capitalism demanded the integration of the trade unions into the machinery of the state. This would be done either by the prostration of the trade union bureaucracy before the capitalists or the direct transformation of the trade unions into state organs in a fascist dictatorship. The only really independent trade unions are 'revolutionary trade unions which are not stock-holders of imperialist policy but which set as their task the direct overthrow of the rule of capitalism.'
